The Community Infrastructure Levy (CIL) is a planning based charge, introduced by the Planning Act 2008 as a tool for local authorities to help deliver infrastructure to support development in their area. It can be used to help pay for a wide range of infrastructure required to support new development.

Lewes District Council implemented its CIL charging schedule with all relevant permitted developments chargeable for those areas of the district that lie outside the South Downs National Park Authority from 1st December 2015. Eastbourne Borough Council implemented its CIL Charging Schedule on 1st April 2015.

CIL can be charged on most new development which creates net additional floor space of 100sqm or more, or creates a new dwelling.

A proportion of the CIL Income will be passed directly to the Local Parish or Town Council (25% where there is a Neighbourhood Plan, or 15% where there is no Neighbourhood Plan).

RICS, with the support of the Ministry of Housing Communities and Local Government (MHCLG), have developed an annual index for the purposes of keeping the levy rate responsive to market conditions - RICS Community Infrastructure Levy (CIL) Index

We have produced a CIL Calculator that can calculate an indicative CIL Liability that can take into account any relief and indexation changes. You can download the calculators below.

An Additional Information form must be submitted with planning applications. This will help us to determine if there is a liability for the development
