Your council is responsible for licensing taxi and private hire drivers, their vehicles and private hire operators.

New driver licence - Lewes District Council
Lewes District Council issue:
Dual driver licences - can drive Hackney carriage or private hire vehicles
Restricted private hire driver licences - can drive private hire vehicles for home to school transport only
Please can you ensure you apply for the correct driver licence for the work you will be undertaking. Restricted private hire drivers cannot undertake any other work other than describe above.
Before you apply
- You must download and read our 'Application for a driver's licence guidance' document below for the Authority you are applying to.
This gives full instructions on how to apply and a list of the documents we need you to provide. - A Driving and Vehicle Standard Agency (DVSA) driving assessment must be completed and passed.
- Ensure you have completed your Group 2 medical within the guidelines specified within the application guidance.
- You must also complete Disability Awareness and Safeguarding training from Bluelamp Trust before applying
- If you have resided outside the UK for more than a year, over the age of 18, please read information about obtaining a Certificate of Good Conduct on Gov.uk
- You can find information on the English Language Test, along with guides and the option to pay for a practice test on the Pearson website

Eastbourne Borough Council issue:
Dual driver licences - can drive Hackney carriage or private hire vehicles
Private hire driver licences - can drive private hire vehicles only

Apply for a driver licence
You'll need to provide copies of the below:
Mandatory Documents
- DVSA equivalent driving assessment
- Group II completed and signed medical report (note: must be from your own GP, or other medical practitioner who has access to at least your last 2 years medical records)
- Blue Lamp disabilities awareness certificate (virtual classroom course)
- Blue Lamp safeguarding awareness certificate (virtual classroom course)
- Current DVLA driving licence
- Driving licence 'check code' from www.gov.uk/view-driving-licence
- Passport or birth certificate (if you do not have a passport)
- Formal documents showing your National Insurance Number (e.g. P45, P60, P2, benefit statement, wage slip etc.)
- Utility Bill/bank statement (less than 3 months old, which must be in your name and show your current residential address)
Supporting Documents (if applicable)
- Certificate of Good Conduct - translated into English (where you have resided outside the UK for a period of more than one year, over the age of 18)
- If you have lived in the UK for more than 5 years and you cannot provide a Certificate of Good Conduct we may accept valid written reasons.
- Residence permit/settlement status share code (if applicable)
- Marriage Certificate (if your name has changed since birth)
- Deed Poll or other documentation (if your name has changed since birth, other than by marriage)
- HMRC Tax check code (if applicable from www.gov.uk/guidance/complete-a-tax-check-for-a-taxi-private-hire-or-scrap-metal-licence#contents)
You will be taken to the online portal where you can complete your application, upload the documents and pay the relevant fee.
Renew a driver licence
You'll need to provide copies of the below:
- Driving licence 'check code' from www.gov.uk/view-driving-licence
- HMRC Tax check code (if applicable from www.gov.uk/guidance/complete-a-tax-check-for-a-taxi-private-hire-or-scrap-metal-licence#contents)
- A passport style photograph
You will be taken to the online portal where you can complete your application, upload the documents and pay the relevant fee.
