East Sussex County Council manage all on-street permit and parking ticket enquiries in Lewes district and Eastbourne. East Sussex County Council officers and NSL Services Ltd staff work in the Lewes Parking Shop and the Eastbourne Library. They are there to assist you with all on-street parking enquiries.
Parking tickets
Parking tickets (Penalty Charge Notices) are issued for a variety of offences including the failure to display a ticket, exceeding the paid for period and a ticket not covering the time/place where the vehicle is parked. The Lewes Parking Shop handles all enquiries relating to on street and off street parking fines with Lewes district.
Concessionary permits
Lewes District Council handles enquiries relating to concessionary permits at West Quay in Newhaven and Sutton Croft Lane in Seaford, please contact us if you need more information about these permits.
All other permit enquiries are managed by the Lewes Parking Shop.
Pay a parking ticket - Eastbourne Borough Council
In Eastbourne, the East Sussex County Council parking team deals with on-street queries. Off-street queries are managed by Eastbourne Borough Council. To contact them, please visit the East Sussex County Council website.
Pay a parking ticket
A parking ticket issued by Eastbourne Borough Council will begin with the lettering EBC. All other parking ticket enquiries are dealt with by East Sussex County Council through the Eastbourne Parking Information Centre.
You can pay EBC-related parking tickets online or by phoning the number indicated on your parking ticket. You will need to provide information from the parking ticket such as the parking ticket number.
To challenge a parking ticket fine
Any challenges related to an EBC parking ticket must be submitted within 14 days from the date the ticket was issued. If you think a ticket was issued incorrectly you can appeal online.
Downland permits
An Annual Downland permit (£20) is available and is valid for any of the three locations listed above. To apply for or renew a Downland parking permit apply online:
Seafront parking permits
Seafront permits are available for the following car parks at a cost of £40 per year. Your permit is only valid for one specified car park for the year.

Seafront bowling clubs parking permit
Members of the seafront bowling clubs can apply for a parking permit online for one of the following car parks;
- Fishermans Green
- Sovereign Park (Langney Point)
- Princes Park
- Redoubt
The permit is valid from 1 April to 31 October. The fee is £20 per season (further concessions not available). Please note that the Bowling Club Permit is for seafront bowling club members only.
