Closed: Eastbourne Traffic Regulation Order (TRO) proposals

Latest update: the TRO amendments have been adopted and the new parking prices and operating hours will come into effect from Friday 17 January 2025.

The proposals related to changes to: 

• charges in EBC-owned car parks 
• variations to chargeable operating hours, and 
• the allowances for electric vehicles and motorhomes.

Previously consultation activity relating to these changes

The TRO consultation followed an earlier consultation exercise, carried out in the autumn 2024, over a range of savings proposals (which were adopted). 

This included proposals to: 

• increase charges to bring them in-line with other local car parks.
• extending the hours of operation from 8am-6pm, to 8am-8pm (10pm at College Road, Hyde Gardens and Wish Tower car parks).  

It was noted that EBC had not increased parking charges at council-owned car parks for the last eight years.

How we consulted

We published a page about the consultation on the council website. 

This was promoted this via a banner on all pages of the council website. 

We promoted the consultation through a range of different communications channels. 

This included a public notice, published in the Eastbourne Herald, and notices at EBC-owned car parks. 

Hard copies of the TRO were made available from Eastbourne Town Hall.

Comments were invited by email and in writing.

The consultation information was offered in different languages and formats on request.

Next steps

Following the end of the consultation on Friday 3 January 2025, feedback received about the proposed changes was considered by the Assistant Director of Customer Service and Delivery in consultaiton with the Lead Cabinet member for tourism, leisure, accessibility and community safety.

Further to this, the decision was made to adopt the new TROs, including increased parking charges and operating times, with effect from Friday 17 January 2025.

A separate consultation will be carried out over a new parking permit scheme for Eastbourne soon.
